The District 3 Local Programs Office oversees a variety of transportation resources authorized for construction, resurfacing and rehabilitation of roadways and structures by Florida Statutes and by the United States Code of Federal Regulations. In addition, we manage several funding programs for local agencies. Review the program information below for eligibility requirements.

Program Information & Resources
County Incentive Grant Program (CIGP)
The County Incentive Grant Program (CIGP) was created for the purpose of providing grants to counties, to improve a transportation facility including transit which is located on the State Highway System (SHS) or which relieves traffic congestion on the SHS.
Federal Discretionary Grants
Local agencies may also be awarded federal funding through the Federal Highway Administration (FHWA) but the type of work or grant funding does not conform to the Department's standard federal-aid delivery mechanism of LAP. Certification is not applicable for subrecipient's of these grant funds. Conditions where LAP Certification may not be applicable are provided in Chapter 2 of the Local Programs Manual.
Small County Outreach Program (SCOP)
The SCOP is available to assist small county governments in repairing or rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing capacity safety improvements on county roads. Funds are available to counties that have a population of 170,000 or less.
Small County Outreach Program for Municipalities and Communities (SCOP Municipalities)
SCOP "Municipalities" special funding cycle, is available to Rural Areas of Opportunity designated under Section 288.0656(7)(a), Florida Statutes. The transportation facility must be publicly owned and maintained. Funds are available to assist in the repair and rehabilitation of bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstruction of roads and constructing safety improvements to roads. Application solicitation is managed by Central Office - not the District.
Small County Road Assistance Program (SCRAP)
The purpose of the SCRAP is to assist small county governments in resurfacing and reconstructing county roads. Funds are available to counties that have a population of 75,000 or less and has enacted the maximum rate of the local fuel option tax authorized by 336.025(1)(a), F.S.
Local Agency Program (LAP Program)
The Local Agency Program (LAP) establishes consistent and uniform practices for authorizing Local Agencies to use federal funds provided through the Florida Department of Transportation to design and construct projects. The LAP Program is not a funding program, but a delivery method for Local Agencies. District Three LAP Projects are often funded with Transportation Alternatives, Safety, Safe Routes to School, or etc.
